3. 3 Objectives  Overall Objective  To strengthen the migration management capacities of the Silk Routes countries (Afghanistan, Iraq and Pakistan)  To contribute to the concrete implementation of the Budapest Process Silk Routes Partnership for Migration  Specific Objectives  To raise the migration-related knowledge, expertise and management skills  To strengthen the national migration data management systems  To support the development of comprehensive national policy frameworks  To strengthen regional and intergovernmental dialogue  To increase the concrete operational cooperation among the Silk Routes countries

4. 4 Overview of implemented activities  Kick-off conference in Budapest, Hungary on 2 – 3 June 2014  Assessment visits » Pakistan (April 2014) and » Afghanistan (October 2014)  1 st Regional Training on migration policy development and data management in Antalya, Turkey on 1 – 3 September 2014  2 nd Regional Training on legal migration, labour migration and integration Tehran, Iran on 25 – 27 November 2014  3rd Regional Training on illegal migration, THB and migrant smuggling in Islamabad, Pakistan on 10 - 12 June 2015  4th Regional Training on migration and development in Dhaka, Bangladesh on 9 – 13 November 2015  5th Regional Training on asylum and international protection (2016)

6. 6 Findings of Assessment Visits - Pakistan  Policy reacting retroactively to developments and challenges – need for a holistic, comprehensive, future-oriented policy making tackling irregular migration and labour migration Legal environment is under revision – new draft laws on migrant smuggling and trafficking in persons  Relatively a lot of data, but lack of mechanism to analyse, share and use data at policy making and operational levels  Plenty of training institutions, the training content lacking or non-existent – institutionalisation of training programmes necessary  Coordination and inter-agency cooperation: Compartmentalised migration management Fragmented law enforcement environment, high turnover of staff

7. 7 Findings of Assessment Visits - Afghanistan  The newly elected president puts migration high on the agenda  Policy: existing and pipeline policies need to be coordinated and subsumed under a comprehensive and structured policy umbrella  Data: several projects are ongoing in the area of data management, however with little coordination within each agency and among them  Training: absence of sustainable training structures on migration  Awareness raising: Local communities need to be involved in disseminating information on migration  Coordination: continued coordination needed – 2 coordination bodies have been established so far: » High Commission to Counter Trafficking in Persons » Steering Committee to implement the Solutions Strategy

8. 8 Regional Trainings – further findings  Iran: Lack of comprehensive legal basis to deal with foreigners Generous policy towards foreigners and refugees in the country Decrease in quality of services to migrants because of sanctions, which also cause people to leave the country Brain drain – area of concern  Iraq: IDPs – 1 million 340 thousand, provision of services to and reintegration of IDPs utmost priority Return of Iraqis Border management and border security

9. 9 Migration Curricula for the FIA Academy, Pakistan  Visit of experts to FIA Academy in September 2014 - Currently no regular training programme, trainers or training material/curricula - FIA in the process of developing curricula for all areas under its mandate - Recruitment of some 900 new staff in process: all to undergo pre-service training - Plans to make in-service training mandatory for promotion of officers  Assessment of training needs carried out  Table of contents developed jointly and agreed – curricula to be developed at basic and advance levels to cover the whole spectrum of migration under FIA mandate  Finalised in 2015  ToT in the first quarter of 2015

11. 11 Pilot project 1 – MIC and Awareness Raising Specific objectives:  to increase the accessibility to general and specific information on migration,  to provide potential migrants with information and counselling in various areas, especially on regular and irregular migration and its serious concerns  to raise awareness of regular and irregular migration and its serious concerns Implementation:  Two MICs are established, equipped and staffed (provided with adequate training): one in Islamabad and one in Punjab » Trainings for media representatives, government officials » One to one counselling, e-library etc.  Awareness raising campaigns » TV series » Rather traditional campaign

12. 12 Pilot project 3 – Regional Police Cooperation Specific objective:  Specific objective is to strengthen mutual regional assistance in police cooperation with special focus on prevention, detection and fighting smuggling and trafficking in human beings and enhanced border management. Implementation:  Established regional network of officials from law enforcement agencies  Established regular channels of communication among the police on smuggling and trafficking networks  Elaborated regional training programmes on migrant smuggling, human trafficking and border management  Elaborated framework guidelines for regional police cooperation  Soft data exchange initiated for law enforcement officials
