Renewable Energy and Energy Efficiency in China: Current Status and Potentials in 2020 Alexander Ochs Director, Energy and Climate Program Worldwatch Institute REEEP Project Leaders Meeting Rio de Janeiro - July 8-9, 2010

www.worldwatch.org Project Overview Comprehensive review of the status of China’s existing renewable energy and energy efficiency measures Projection of 2020 potential for energy savings, renewables and resulting GHG emission reduction Portraits of success case stories Final report will be published this summer Lead authors are Worldwatch researchers in Beijing and DC; additional data support: Energy Resource Institute; additional support from reviewers and editors Wide distribution through institutional and personal networks; press announcements, blogs, references in other reports Events are planned in Beijing, DC, and possibly elsewhere Expected impacts: Political impacts in China, US, and elsewhere; “burying myths” Guidance for governmental and non-governmental decision-makers Increased investments in China’s energy systems from public and private sources

www.worldwatch.org Influence on Energy Transition Describes current RE and EE policies which will further boost investments in energy savings, wind, solar, biomass, and geothermal Details government’s 2020 goals for RE and improving energy efficiency Resulting market signals will further accelerate transition to a less carbon-intensive economy In 2009, China invested $34.6 billion in the clean energy economy – nearly double the United States China leading the energy transition Recommendations for further improvements Highlights enormous potential of renewables and efficiency

www.worldwatch.org Barriers and Lessons Strategic barriers: Perceived conflict of the goals of industrialization and environmental protection Lack of data availability Institutional barriers Most important lessons: Development plans/energy roadmaps needed Long-term, stable fiscal policies required which provide safer investment climate Allow for sufficient market competition Necessary capacity building Establishing systematic statistic data Training clean energy experts

www.worldwatch.org Opportunities for REEEP Future RE and EE analysis necessary at regional, provincial and local levels to provide more detailed analysis of China’s low-carbon potentials Chinese federal and provincial governments are highly interested in reliable renewable potential data Development of ambitious low-carbon energy roadmaps and development strategies that are technologically, politically, socially and financially feasible Integration of RE with other energy resources Security & health impacts, water -energy nexus, energy & agriculture
