2 Challenges of the XXI. century The labour market and vocational training have become so complex systems, in which the individual alone or with direct help of his/her close family is unable to get on his/her life efficiently. Properly functioning, accessible – by –all career guidance is essential, it is in the interest of the economy and of the individuals as well. The career guidance includes such comprehensive educational-andragogical joint activities which lasts from career preparation to career choice, through career socialisation to career management and includes the supports of career corrections.

3 Quality assurance of career guidance services What do we exactely measure, what do we assess? Hard factors, which are clearly defined and evident? E.g.: work, study, training Soft factors, which role can be evaluated on the long run? E.g.: attitudes to work, increasing self-awareness or self- confidence, motivation.

4 Essentials of evidence based policies and quality The aim to establish a service and policy system that reacts to the real needs, is accessible to all citizens and organizations and offers the same quality for all requires systematic, cooperative, coordinated, continuous and profound measures between the policies

6 The role of Hungary in the ELGPN Hungary has been a member of ELGPN since 2007. For the period of 2011 and 2012 “evidence-based career guidance policy and the quality assurance of services” work package is led by Hungary. In order to ensure evidence based policy and the quality assurance of services it is important to: – activate citizens / users – assess competencies of career guidance practitioners and explore different competency needs of certain service levels – develop and co-ordinate services, and – introduce indicators covering all career guidance services And why is it so important? Most of all, because only effective career guidance service system and evidance based career tracking system can perevent false choices and drop outs

7 Current issues of the national career guidance system developments The vocational education and training system will be transformed according to the real needs of the labour market through the increased involvement of the economy sector There is an emphasis on the promotion of life long career guidance and the establishment of a coherent career tracking system All student should receive career guidance service at least once before the appropriate decision points in order to be supported in the decision making process for taking the right further steps In the career orientation related developments there is a stress on co-operation between the stakeholders and sectors that are concerned Hopefully the developments of career guidance contribute to facilitate successful career choice, to reduce early school leaving and to support employment growth

8 Establishment of the career tracking system Common tracking system based on coherent legal standards covering both school-based and non-school based vocational education. Career pathways and the utilization of qualification certificates are to be analyzed Decision makers responsible for shaping the structure and content of professions, and for giving permisson in case of certain courses will receive feedback through an information system

9 SROP 2.2.2. – „ Development of content and methodology of the life long guidance system” priority programme With EU funds Hungary has started and plan to continue the development of the content and methodology of the career guidance system Best practice: National Career Guidance Portal
