MAJOR ISSUES IN THE WATERSHED Water pollution and flooding are significant problems Natural resources are being rapidly depleted Infrastructure improvements are not keeping pace with population growth Inadequate data exist concerning the demographic, economic, infrastructural, and economic characteristics of the watershed Transborder communications and data access are inadequate Transborder asymmetries in technology, culture, and funding are substantial

TRW DEMONSTRATION APPLICATION SELECTION CRITERIA Address binational issues of concern Integrate human and environmental dimensions Build upon existing efforts and GIS expertise at SDSU and COLEF Doable and capable of being completed by June 2000 Demonstrate how the NSDI can be applied to meet local needs

PROJECT OBJECTIVES Assess flood risk in the Lower Tijuana River Watershed and Goat Canyon/Cañon de los Laureles Educate decision-makers in the use of GIS tools for assessing community vulnerability to flooding Develop NSDI compliant database Promote broad use of community-based natural hazard risk assessment methodology using GIS Long term goal: To develop a flood forecasting model and warning system

RESEARCH QUESTIONS What areas of the lower Tijuana River Watershed and Goat Canyon/Cañon de los Laureles are likely to be inundated by 25, 50, 100, and 500 year flood events? What are the human communities and natural environments that are vulnerable to 25, 50, 100, and 500 year flood events? How has/will changing land use affect flood risk?
