Option #1 - Award Current Contract Fastest route to begin and complete project and achieve seismic safety Award requires funding Option #2 - Re-bid SAS with Revised Bid Provisions Will delay project completion by 1 to 1.5 years Cost could be reduced if there are multiple bidders There are potential risks in re-bidding: Current bidder does not resubmit bid Costs could increase (steel, concrete, etc.) Re-bid schedule could be delayed Option #3 - Re-Design and Bid Design/Build Cable-Stayed Bridge Design Will delay project completion by 2-1/2 years to 4 years. Construction costs would be reduced from SAS Substantial risk in revising bridge design: Substantial schedule impacts due to re-opening process for selecting design & environmental review, and permits Design has not been completed for cable stay designs & seismic assessment has not been conducted ANALYSIS OF SAS BID OPTIONS - Summary of Findings

Option #4 - Re-Design and Bid Design/Build Skyway Bridge Design Will delay project completion by 2-1/2 years to 4 years (construction duration could potentially be reduced from cable stay design; however, actual construction duration is difficult to determine at this time). Construction costs would be reduced from SAS and Cable Stay bridge Substantial risk in revising bridge design: Substantial schedule impacts due to re-opening process for selecting design & environmental review. Substantial schedule impacts due to re-opening permit process, especially since Skyway design includes an additional set of piers in S.F. Bay. Design has not been completed for Skyway design & seismic assessment has not been conducted High potential of a single bidder since current Skyway contractor would have competitive advantage (mobilized at site for similar construction as current Skyway contract, has established yard for superstructure fabrication, etc.) ANALYSIS OF SAS BID OPTIONS - Summary of Findings
