Göteborg (S), 13-16 October 2009 2009 CITA Conference Goals and principles: the thread Growing need for information exchange Registration authorities have to fulfill same needs from EC 1 st Pillar, EC 3rd Pillar, several bilateral and multi lateral treaties, national- bilateral, regional and local authorities, etc. Prevent different systems for each Directive (1st Pillar), Council Decision (3rd Pillar), bilateral or multilateral treaty, for each authority (police, local authority) and for each functionality (vehicles, driving licenses, traffic fines, penalty points, etc.) Prevent spaghetti of connections, abuse of money and reinventing wheels Use what is available and well functioning Registration Authorities fulfill already national needs (police, customs) Role for Registration Authorities within international information exchange

Göteborg (S), 13-16 October 2009 2009 CITA Conference Technical vehicle and driving licence data Operational since 1994 Currently 15 countries exchanging technical vehicle information 7 Countries exchange driving licence information; but all 15 members are using this DL information (by reading) More countries preparing to join (Italy, France, Slovenia, Poland, Norway, Bulgaria) Latest August 2011 all Member States + EFTA connected (Prüm) Upgrade of technology to EUCARIS II – completed in 2009 Treaty (2000) into force on 1 May 2009 Other members will now also join the Treaty Some changes for the treaty will be prepared WWW.EUCARIS.NET EUCARIS

Göteborg (S), 13-16 October 2009 2009 CITA Conference What´s EUCARIS (1) Online information system for exchanging vehicle data and driving licence data between registration authorities of different countries (no central database) Based on an initiative of NL in the early ’90 of the last century Main aims prevention of vehicle criminality notification of re-registered vehicles prevention of driving licence tourism accurate records in national databases Operational since 1995 EUCARIS

Göteborg (S), 13-16 October 2009 2009 CITA Conference What´s EUCARIS (2) Legally based on the so called “EUCARIS treaty” signed by B, D, UK, L and NL Participating countries: B, D, UK, L, NL, S, LV, EST, LT, H, IRL, RO, SK (50%), (CZ, IT, // Port, GR, SLO, M, CY, N, CH, FIN, Pol) Financed by cost sharing between the participants (annual contribution), no profit! (between 10.000 and 25.000 euro´s per year) In 2008: 6.5 million inquiries, among others: over 1.500 stolen vehicles found Proven system that works very well EUCARIS

Vehicle information number-plate, chassis-number, manufacturer, type first date of registration, colour, fuel, signals (e.g. stolen, exported, scrapped) Notification of registration of exported cars Driving licence information name, date of birth, place of birth licence-number, categories, restrictions Multiple country inquiry (send a request to all connected countries) EUCARIS

Göteborg (S), 13-16 October 2009 2009 CITA Conference Main characteristics Information exchange on vehicles and driving licences Additional functionalities can easily be added (e.g. traffic fines) No central system:Unlike for example TACHOnet No dependence on availability of a central system No costs for central system management Only low development costs in the Member State Easy to deploy in the Member State Web client and Programme-to-Programme communication European Union: compliant with IDABC requirements & use of sTESTA network EUCARIS

Göteborg (S), 13-16 October 2009 2009 CITA Conference Need for more information (not) available at the National Registration Authorities Wish to exchange PTI data between Member States However: Development of European Database for (modernized) PTI is extremely time and money consuming Decision making (political, managerial and financial) takes a long time Existence of private FSD database in German (with extra needed PTI information) Existing EUCARIS technology to exchange data No difference in exchanging information of vehicles, owner/ holder, driving licenses, traffic fines, PTI and other data Exchange of PTI data

Göteborg (S), 13-16 October 2009 2009 CITA Conference Arguments for use of EUCARIS The existing technology of EUCARIS offers a practical possibility for the exchange of PTI-data EUCARIS technology is: Already implemented in 20 Member States Will soon be implemented in all European Union Member States (August 2011 Council Decisions Prüm) EUCARIS provides safe and reliable international data exchange Member States and European Commission only need to invest in the initial development of a special PTI application Using the existing network and connections between the national Registration Authorities will: Save time Prevent high investments Prevent reinventing the wheel Accelerate the introduction of PTI data exchange Exchange of PTI data

Göteborg (S), 13-16 October 2009 2009 CITA Conference Exchange of PTI data Costs The costs would be between €40.000 and €50.000 (rough estimate) Planning Building the new functionality (including new specifications) would take a few months The new functionality could be part of Release 7.0 of EUCARIS which is planned for 2011
