2 On 29 October 2004 in Rome, the Heads of State or Government of the 25 Member States signed the Treaty establishing a Constitution For Europe which was unanimously adopted by them on 18 June of the same year. This document contains fundamental provisions of the states or a group of states. The EU Constitution was prepared by transparent and democtratic way. This process should have been finished by either ratification in National parliaments of 25 Member States or referendum. EU Constitution does not substitute national Constitution, it exists together with these constitutions and it has its own legal bases, its own autonomy.

4 I. The respect of human dignity, equality, freedom, democracy, legal state and the respect of human rights

5 II. The society based on plurality, inaccessibility of discrimination, tolerance, justice, solidarity and equality between women and men.

6 III. The members of the EU can become only states which respect these values

7 IV. Every member of the Member State is the citizen of the EU

8 V. Charter of fundamental rights guarantees the respect of human dignity, right to life, prohibition of torture, right to freedom and safety, respect of private and family life, freedom of thought, conscience and religion, freedom of speech and information, right to education, equality, respect of cultural, religious and language diversity, etc.

9 In Slovakia the EU Constitution was ratified by National parliament, similarly like in other European countries. The people in France /29 May 2005/ and the Netherlands /1 June 2005/ rejected the text of the Constitution respectively. A period of reflection, explanation and discussion on ratification of the Constitutional Treaty will be examined by the European Council. The process of ratification by the Member States has therefore not been abandoned. If n ecessary, the timetable will be adjusted to reflect the circumstances in the countries which have not yet ratified the Treaty.
