Deemed Measure Reviews SOW Goal – For the remaining RTF UES estimates, hire contractor(s) to: Review in detail the input assumptions and calculation methodologies; Document measures according to the Guidelines; and Make recommendations to the RTF on updated measure statuses. Deemed Measures Review SOW Outline Review RTF Guidelines and recent measure history – Review previous Recommendation Memo(s) for similar measures, if any. (Looking for consistency, but not necessarily precedence) Inspect primary Excel measure workbooks and relevant linked workbooks for input assumptions, sources, and calculation methodology; compare to Guidelines. Present deliverables to subcommittee (in detail) for approval of proposed updated status – Finalize deliverables per subcommittee input Present a summary of recommendations to RTF (Goal: approval of updated status) – Finalize deliverables based on RTF decision 7

That’s it for this SOW…So Then What? Many measures will likely be re-classified as “out-of- compliance” and will need further study/work: – Documentation and Errors Some improvements in documentation and error correction will be accomplished under the 2011 SOW, but more complex issues won’t fit within the budget/scope. – Field research/data collection This will not be accomplished under the 2011 project RTF will then prioritize which measures/studies to undertake. – This effort (prioritizing, scoping, and the actual updates) is expected to be a primary component of the 2012 RTF work plan (and probably beyond) 9

Deemed Measure Reviews Total Budget: $290,000 – Reminder: This work falls under the $500,000 “Deemed Measure and Standard Protocol Review” 2011 workplan. So far, we have allocated $210k to this overall effort. – The goal is to get a review/recommendation on all remaining UES measures. However, depending on actual costs, some review work may need to carry over to 2012 (proposal is to give priority to measures soonest to sunset) Proposed Timeline – Subcommittee to review SOW language before next RTF meeting – RTF review and approval of SOW at May meeting – Contracts in place by July – Draft deliverables available to subcommittee(s) in September – RTF Review/Decision on revised measure statuses in November and December What we need from the RTF Today – General Input for the SOW contents Head nods to proceed with SOW development at subcommittee level – General Input for the overall multi-year UES Measure update approach Head nods to proceed – Volunteers for a subcommittee to provide ongoing support and direction for this project First assignment will be to review the SOW language in 2 weeks (Then, select contractor(s), attend kickoff meeting(s), and review deliverables) 11

Measure Cost/NEB Guidelines Goal: Develop written guidelines to assist RTF in determination of measure cost and non-energy benefits. SOW Components Review in detail RTF measure costs and NEB’s for 20 UES measures – Reviewed measures should have a wide mix of different cost/NEB methodologies, including: residential clothes washers, residential refrigerators, commercial refrigerators, refrigerator recycling, weatherization, MH and SF duct sealing, ASHP’s, GSHP’s, ducts inside, grocery measures, residential new construction, CFL’s, commercial cooking measure, irrigation measures, industrial motors, network PC control Deliverables – Guidelines Applicable to UES, Standard Protocol, Custom, and Evaluated measures Allowable methods – Data requirements Documentation requirements – Cost/NEB Recommendation Memo’s for the 20 reviewed UES measures Similar to the memo’s for determination of UES’s Presentation of draft deliverables to the subcommittee – Subcommittee to make decision on its recommendation to the RTF to accept Presentation of revised deliverables to full RTF – Revise/Finalize based on RTF input 13

Measure Life Guidelines Goal: Develop written guidelines to assist RTF in determination of measure life. SOW Components Review and document all existing RTF-assigned measure lives – Involves digging through RTF workbooks Often there are multiple measure lives for measures with multiple UES components Perform National literature review of: – Studies designed to determine measure life for efficiency measures – Non-RTF assigned measure lives for EE measures Deliverables – List of RTF-assigned measure lives – Memo summarizing literature review (including references) Electronic files of readily available studies – Guidelines Applicable to UES, Standard Protocol, Custom, and Evaluated measures Allowable methods – Data requirements Documentation requirements Presentation of draft deliverables to the subcommittee – Subcommittee to make decision on its recommendation to the RTF to accept Presentation of revised deliverables to full RTF – Revise/Finalize based on RTF input 16
