Arbed – “To Save” AIMS: ENVIRONMENTAL: To increase the energy efficiency of homes in Wales and therefore reduce greenhouse gas emissions; SOCIAL: To reduce the impact of fuel poverty on people in Wales; ECONOMIC: To create jobs for Welsh residents and economic opportunities for Welsh businesses

Arbed 1 £36m Welsh Government capital investment Measures including: EWI, Boiler replacement, solar thermal, heat pumps Predominantly social housing – 80% 7400 homes helped Leveraged funding of: –Over £10million from energy companies –Nearly £23million from local authorities and housing associations

Arbed 2 ERDF £45m of funding from the European Regional Development Fund (ERDF) and Welsh Government Run by 2 OJEU procured scheme managers, managed by Welsh Government team Targets: To provide energy saving to 4790 homes (minimum 50% privately owned) in the most deprived areas of Wales over 3 years. To reduce greenhouse gas emissions by 2.7KT of carbon To create local jobs and business opportunities

Arbed CESP and ECO Additional funding invested into the Arbed Programme at end of 2012/13 financial year Grants to local authorities and housing associations Attract CESP funding at end of obligation CESP project – 875 properties, £2.5million Welsh Government Funding, leveraged £6.2million Attract ECO at early stages of obligation ECO – estimate 2000 properties, £6.3million Welsh Government/DECC Funding, leveraged £5.2million

Impacts so far….. Arbed 1 £98 million energy bill savings (modelled) 12,000 tonnes CO 2 /yr (modelled) 70% of products used were manufactured in Wales 41 of the 51 installers operated primarily, or solely, in Wales

Further benefits Accreditation of installers Over 50 unemployed people helped to find training and/or employment Community Benefits –Barry, Vale of Glamorgan –Fochriw, Caerphilly Job Creation
