The problem: Traditional conceptualizations of the EU failed to capture the essence of the process of decision-making IR conceptualizations meet Public Policy literature: - transnational politics thesis in IR; - policy networks and interlocking politics theses in Comparative Politics; and - Historical Institutionalism.
