3 Introduction  Invermere is located in the Columbia River Basin between the Rockies and Purcell Mountains  Established in early 1900’s and incorporated in 1951  Main Industries are resource and tourism based  Main Business Centre serving the Upper Columbia Valley  Total # of dwelling units around 1600  Permanent population of 2950  Second Homeowners amount to 36% of the dwelling unit count

4 How it all started  2004 Municipality sold land to a new developer  The developer created a mixed use site focused on energy efficiency  Dwelling units were based upon the R2000 standard from  The development was tested in 2006/07 and were certified R2000 homes  This became the example to integrate energy efficiency in new developments

5 The Process  2008/09 District worked in partnership with Wildsight to develop GHG Reduction Strategy and Climate Change Adaptation Strategy  Strategy set our GHG reduction targets and set out actions  Strong support from community through consultation process  Key action to encourage retrofits and new developers to increase energy and water efficiency  Energuide 80 standard or equivalent

6 The Program  2010 became one of BC’s Solar Communities in 2010  Began design on new Beach House as demo site for energy efficiency  Construction started in 2011 and  2010 Building Incentive Program Drafted and presented to Council  Adopted with no amendments and full commitment from elected officials

7 The Program  Focused on single family residential homes  Included:  Energuide standards  Solar Hot Water Ready and Installation  Toilet Replacement  Wood Stove Exchange and;  Visitable Residential Accessibility Solar Hot Water Installed on a home Picture supplied by Bill Swan

10 The Program - Results  Majority of the Energuide homes achieved an average of 82  Seeing increased interest in all our incentives  Shifting away from Solar hot water systems is being seen  Will be reviewing the number of rebates available this fall as part of the Financial Planning Process

11 The Program - Funding  Funded annually through Financial Planning Process  Funds secured through our recycling program and CARIP  Funds placed in Environmental Reserve and Carbon Fund  Monthly recycling fee charged to each resident of $5/month  Cost of service is $1.75 per dwelling  Current Reserve has in excess of $250,000  Reserve can only be used for GHG Reduction Programs, Environmental Initiatives or to achieve Carbon Neutrality

12 The “New” Program  Program amended in Spring of 2015 to align with our ICSP, updated OCP and new Provincial Building Code  Energuide 83 new standard to achieve  Have 2 homes signed up for 2015 under the new standard  Two more are in the queue for 2016  Program was expanded to match new Energy Efficiency DPA  Program now open to all property owners including multi- family, commercial and industrial
