INTRODUCTION Context Vulnerability of PWDs due to population growth, ageing, emergence of chronic diseases and medical advances that preserve and prolong life 85% of PWD live in resource poor settings People with physical, intellectual, mental or sensory disabilities are likely if not more likely to be at risk of HIV infection

ISSUES Insufficient access to HIV information ( prevention, treatment) Sexually active might engage in unsafe sex Sexual violence Access to treatment (limited) Studies that include PWDs (time of evidence based planning and response) Stigma and discrimination

NSPs PWD have largely been excluded from national responses with NSPs failing to identify the vulnerability of PWD to HIV as well as the reverse relationship of PLHIV to disability Human Rights Based Approach to planning
