I. What is Civics? (6) A. A.Civics- the study of the rights and duties of citizens. ***In ancient Greece and Rome, only men with property could be citizens.***

***Most people are citizens of the country they live in.*** B. Citizens have rights and responsibilities. They agree to accept the government’s authority and follow its rules.

II. The Need for Government A. Government- the ruling authority for a community. It has the power to create and enforce laws. B. Thomas Hobbes- Famous political thinker 1. “Without government, humans would compete for territory, resources, and power.” 2. “Government makes it possible for people to live with in peace.”

III. Functions of Government (7-9) A. Governments keep order and provide security. B. Create laws to protect its citizens. C. Create armed agencies to protect homeland.

IV. Levels of Government ***Governments can have many levels*** A. The highest level in U.S.= National B. State governments make laws for people of their states. C. Local governments include counties, cities, and towns ***NEITHER STATE NOR LOCAL CAN INTERFERE WITH NATIONAL!***

D. Provide services to keep us healthy and safe. E. Set Public Policy: 1. Public Policy- Government action to achieve community goals F. Create a Budget: 1. Budget- Plan for collecting and spending money

V. Democratic Government A. Dictatorship- government controlled by one person or small group. Adolf Hitler Fidel Castro

B. Democracy- Ruled by the people….citizens share governing! 1. Began in ancient Athens (Greece) 2. Direct Democracy- citizens vote firsthand ***Hard for big countries to achieve!***

C. U.S has a Representative Democracy 1. Representative Democracy- Citizens choose smaller groups to represent them, make laws and govern on their behalf. ***Democracies have free-open elections*** ***All candidates can express their views***
