1 Peabody Coal Lower Basin Pipeline Engineering Appraisal Study Bureau of Reclamation September 18, 2002

2 Purpose and Scope To develop alternatives to divert 5,700 and 12,000 acre-feet of main stem Colorado River water from a point located downstream of Lee Ferry (0.0 mile), (including associated conveyance infrastructure necessary to deliver lower basin river water), to Kaibito, Arizona.

3 Objectives To identify “fatal flaws” as related to the study purpose. Develop conceptual alternatives

4 Assumptions Final report of findings to be reviewed and completed by September 20, 2002. Design for 5,700 and 12,000 acre-feet per year using a 1.2 peaking factor. Use existing available data. Study area limited to the corridor of land necessary for development of a diversion, storages, pipeline conveyance, right-of-way, and electrical infrastructure necessary to deliver water from the main stem Colorado River to the community of Kaibito, Arizona. Right-of-Way cost to be determined by Navajo Nation. (not included in project cost estimate)

5 Investigations and Data Conducted and over-flight of the project area. Utilized Reclamation’s project database and made contacts with industry experts. Accessed Grand Canyon Research and Monitoring Center database. Obtained copies of completed studies in the project area and incorporated by reference. All data utilized in the Report of Findings are suitable for conceptual Appraisal Level studies.

14 Engineering Hydraulics The peaking factor is based on information received from the Settlement Negotiation Team. Assuming a 1.2 peaking factor, pumping occurs 20 out of 24 hours on the maximum day, the required design flow is 11.23 cubic feet per second (ft 3 /s) and 22.68 ft 3 /s, respectively.

16 Environmental Impacts 28 species to be potentially considered in the scoping of potential fish and wildlife issues. Listed species are for Coconino County under the Federal Endangered Species Act. Consultation would also be required with the Navajo Nation to address project impacts to species on the Navajo Endangered Species List. Area through which the proposed pipeline may be constructed is rich in prehistoric and historic cultural resources going back perhaps as far as 10,000 years in age.

18 Summary No identified “fatal flaws” at conceptual appraisal stage. Project alignment can change. Diversion point could possibly be moved upstream to alluvial basin in proximity to Lees Ferry crossing. Environmental Impacts to main stem Colorado River need more evaluation. Various degrees of uncertainty remain without additional data and analysis.
