19
31-May-16 chart 19 Aerospace Supplier Quality System Certification by the IAQG Sectors l Based on Deployment of Sector Processes n AIR 9104 / AIR5359 / 5493 (Americas) n AECMA (Europe) n SBAC TS157 (UK) n SJAC 9010 (Asia) IAQG Document 104 Released Jun ‘01 Industry Database Under Construction
20
31-May-16 chart 20 Industry Oversight l IAQG 104 (now AIR 9104 in Americas): n a.) Use of term Supplier Mgmt Structure (SMS) = AAQG Registrar Mgmt Committee (RMC) n b.) ABs must be IAFD members & MLA signatories n c.) Annual review by SMS of the AB’s process n d.) Annual review of CRBs by SMS n e.) Auditor approval by SMS n f.) ABs conduct annual surveillance of CRBs - IAQG members also conduct oversight of CRBs n g.) Complaints procedure n h.) Notification to SMS by AB if CRB loses accreditation
21
31-May-16 chart 21 Other elements: AIR 9104 l Establishes industry Oversight Function l The following not part of AIR 9104: n IAQG Oversight Team will: 1.) Monitor each Sector’s administration of their plan 2.) Review IAF peer evaluation of ABs 3.) Monitor feedback from IAQG members, CRBs, suppliers using the system 4.) Periodic review of Lessons Learned & any changes to Sector schemes 5.) Ensure data base effectiveness 6.) Provide summary report to IAQG at Council meetings
22
31-May-16 chart 22 AQMS (Aerospace Quality Management Systems) Implementation (Americas) l Controlled “Other” Party Plan n Implementing SAE AIR 5359A document n AIR 5359A is approved & published n AIR 5359 ”B” is in draft n AAQG is working directly with Accreditation Bodies to approve CB’s and Auditors n 27 CRB’s & 55 auditors submitted by RAB have been Accredited to AS9000 n 27 CB’s and 133+ auditors are Accredited to AS9100 at this time. More are expected Note: n AIR 5359A covers AS9000 & AS9100 Registration
23
31-May-16 chart 23 Approval of Accreditation Bodies (ABs) l AAQG through RMC approves ABs to accept applications of Registration / Certification Bodies (CRBs) and submit recomendations of approval to the RMC l ABs must be IAF MLA signatories l ABs will perform witness audits on CRBs l ABs will permit AAQG and Authorities access to records with respect to approvals - as required.
24
31-May-16 chart 24 Approval of Certification / Registration Bodies (CRBs) l Must be ISO 9001 accredited for at least 12 months. l Must submit application to AB (do not need to submit for multiple AB approval in Americas, may have to for Europe and Pacific). l Must use approved auditors l Must agree to witness audits (AB and OEM) l Must agree to access to records (limited) l Must leave copies of results with client
25
31-May-16 chart 25 Aerospace Auditor Approval l AIR 5359 - Requirements for all auditors: a.) requirements of ISO 10011-1 & -2 plus b.) auditing experience 4 audits- 20 days - last 3 yrs c.) trained on AQMS d.) continuing education l Aerospace Experience Auditors (AEA): a.) additional work experience 4 yrs within the last 10 or b.) completion in-depth aerospace trng program and c.) participation in two full aerospace audits witnessed by an another AEA (that has experience)
26
31-May-16 chart 26 Assessment Performance l Assessment teams must include an AEA (even surveillance) l Additional times recommend for AQMS audits n Must perform full assessment every 3 years n Must perform surveillance audits l Must use required checklist(s) l No Certificates until all nonconformance are closed l Must supply data to SAE database l Must advise the SAE database when a certificate is withdrawn or suspended
27
31-May-16 chart 27 Proposed Changes to AIR 5359 (Revision B) l Revision B to be released by year’s end (2002) n AIR 5359 changed to cover all AQMS’s created by the IAQG / AAQG n New Appendix “A” covers AQMS differences n Will cover AS9000 / AS9100 / AS9120 / AS9003 –9120 - Distributor & AS9003 is “less than” 9100 –Note: AS9000 / AS9100 section 2 phase out 2002 n Auditors approved for AS9000 / AS9100 are approved for AS9120 / AS9003 with training on the standards recorded and submitted n Will convert from ISO 10011 standards to new ISO 19011 requirements n Specific information about issuance of Certificates n Will incorporate many RMC “resolutions”
28
31-May-16 chart 28 Future Items l AIR 5493 will be revised to reflect AQMS concept l Issue of Oversight will be standardized and harmonized amongst OEMs l SAE is working on “web access” global database to comply with Appendix “D” reporting requirements will be used by AAQG and IAQG members l Other items may be added later to AQMS n AS9110 - Repair Stations l AS9003 probably to be revised soon
