3 Articles of Confederation Competed and started ratification process on November 15, 1777. Each state had one vote Congress Could… Settle conflicts between states Borrow money Make treaties Issue coin Ask states for money No President or Court Land Claim issues

4 States have independence to govern as they wish Postal System Distribution of western lands Treaties with foreign nations

5 Could not raise taxes or money to support itself Could not raise an army States could reject laws if they wanted to

6 Demonstration of the weaknesses of the Articles of Confederation and the catalyst of change in government operation Deep in debt farmers demanded the increased printing of paper money (cause inflation) in order to pay increasing taxes Daniel Shays attempted to interrupt the operation of the courts to prevent farmers from losing their property from not paying their taxes Rebellion was easily crushed, but scared the federal government because there was almost nothing they could do about it.

9 The Great Compromise Bicameral Legislature Senate with equal representation for each state House of Representatives with representation based on population Three - Fifths Compromise Slaves would be counted as 3/5ths of a person in representation for the H of R and taxation.

10 Approval need from 9 of the 13 states Supporters of the Constitution are called Federalists Opposition to the Constitution were called Anti-Federalists Wanted protection of individual liberties Ultimately get what they want when the Bill of Rights is passed before all states ratify
