The spectrum problem Spectrum allocated for flight testing (1400 to 2450 MHz) has been outstripped by an exponential growth in required measurements and data rates The existing telemetry bands are increasingly affected by encroachment from commercial interests and have been reduced Interference from unlicenced wireless devices

To Ensure the Future Availability of Electromagnetic Spectrum for Telemetering International Consortium for Telemetry Spectrum The ICTS is an international advocacy group of telemetry practitioners committed to promoting the benefits of electromagnetic spectrum for telemetering applications.

ICTS Is a sponsored group of the International Foundation for Telemetering (IFT) Comprises membership from Government, Industry, and Academia across the ITU regions Is organised (mirroring the three ITU regions) for a regional co-ordination and communi – cation & networking Under the rules of its IFT charter, the ICTS has no“official position” on spectrum requirements in the context of the WRC

Main Objectives Create a forum for information exchange on potential telemetry spectrum issues inform national, regional, and international spectrum managers of the importance of telemetry to their economy and security inform & invite open participation in the group to all telemetry practitioners including government, industry, academia, and share information on the use, research, and development of new technologies for improving the use of telemetry spectrum

Situation just before WRC 2007 5 additional bands for AMT were under study of AI 1.5 (4,4 to 6,7GHz). All bands are considered to have other users CPM was the primary decision basis for delegates, commenting on advantages / disadvantages,on basis of compatibility & technical studies discussed at the WP8B ICTS information booth during the WRC 2007, to show the importance of AI 1.5 to the delegates & decision makers of ALL nations

What happens after WRC 2007? With the additional allocations for AMT, sharing must occur with e.g. AM(R)S, ARNS, FSS & MSS (earth / space stations), MS(WAS), RAS..Further studies of WP5B pending ! Coordinating institutions needed, both national & international Frequency range 15 to 30 GHz and beyond: to be studied with the aim, that WRC 2011 is able to resolve an AI for the following WRC(2015 ?)

ICTS support until 2011 Develop strategies for the use and the global harmonized allocations of the „WRC´07 bands“ Educate / inform on future needs & the economic impacts in international aerospace events Participate in regional & global ITU(R) related committees, CPG, WP 5B, CPM Support national & international studies on the future requirements and possible allocations e.g. in bands over 15 GHz (available technology, wave propagation & operational peculiarities)

Summary The WRC 2007 succeeded in securing additional radio spectrum resources for AMT. An immediate use must be initiated. Further ICTS presence in ITU committees (global & regional) needed ! But Telemetry data rates growing at same rate as other data communications and will become (latest in one decade) bandwidth limited again. Exploitation of the frequency range >15 GHz is a Must ! The only chance for a further success is the close work-together of the global telemetering community. Intensify contacts we already made!
