2 Understanding One Another: Procurement Authority Responsibilities: Planning, managing and fully documenting procurement processes and decisions Managing solicitation and contract award processes in a manner consistent with the following objectives:

3 Procurement Authority: Determine Solicitation Method Request for Proposal (RFP), Request for Qualifications (RFQ), Request for Bids (RFB) Public Tender, Invitational Tender or Direct Award (is used as a last resort)

4 Procurement Authority cont’d: Prepare Contract Documents Ensuring that contracts for goods, services and construction are designed to provide the best value to government Contract Award Contract Administration

5 Monitoring the Work: – Unforeseen changes to scope, – Dispute Resolution – Field supervision and inspection, – Specification and Requirement monitoring

6 Payments: – Certificates of Substantial Completion and Total Performance, – Change Orders, – Final Payment

7 Example: Construction Management Services Establishment of Standing Offer Agreements (SOA’s): – Done through Request for Proposals, Request for Work: – Use SOA’s to hire Construction Managers (CM), – Hire Third Party Equipment, Multiple procurement methods may be used on individual projects.
