3 3 BROOKHAVEN SCIENCE ASSOCIATES CD-I review was generally very favorable Relevant CD- I review recommendations Increase CF Contingency to reflect construction volatility Look at alternatives to HD concrete for shield wall Add ratchet wall shield doors for front end access Maximize use of existing facility space Consider compact booster vs in-tunnel Support additional beamlines in base scope CD-I Review - December 2006

4 4 BROOKHAVEN SCIENCE ASSOCIATES CD-I review scope impacts Opted for Compact Booster instead of in-tunnel Adds ~15 ksf + more power/utilities requirements Reevaluated shielding criteria Enabled elimination of most shield wall HD Concrete Added 60 ratchet wall shield doors Eliminated CLOB – will use existing NSLS Reduces by ~46 ksf – now depend on NSLS space Increased # & size of LOB ’ s in base scope Adds net ~ 63 ksf – for beamline support Scope

5 5 BROOKHAVEN SCIENCE ASSOCIATES CF Technical Performance Goals Structurally stable facility with low vibration (<25nm Rms) Tunnel design that provides required shielding and accessibility Tunnel temperature stability of +/- 0.1 deg C Utility capacity for up to 3.6 GeV operation Utility services & expansion capability to support full beamline build-out Facility layout enabling future long beamlines Experimental Floor noise level <NC60 Design for LEED Certification to meet sustainability requirements (DOE likely to require LEED Gold Rating)

15 15 BROOKHAVEN SCIENCE ASSOCIATES Advance Procurements Previous Plan to expedite schedule & reduce risk Early construction package for site preparation Early procurement of HD concrete material for shield wall Prepared advance procurement T-1 packages in Jan 07 Funding for early procurement is not available in FY08 Resolved by elimination of most HD concrete in shield wall HD concrete only needed in injection regions Will try to perform minimal site prep in early FY09 to hedge schedule risk

16 16 BROOKHAVEN SCIENCE ASSOCIATES Continuing Resolution Impacts Prior Schedule had CD-1 in February, now likely in June Result - Funding for T-I delayed and limited Goal – minimize schedule impacts Approach Establish basic ordering agreement contract with selected A/E [HDR] Issue tasks for Advance Conceptual Design (ACD) to progress investigation of design concepts and alternatives Revise T-I A/E scope to address specific T-I deliverables Result – maintained overall schedule goal of readiness for CD-2 in 1 st Qtr FY08 Lehman review and EIR scheduled for early November
