The global notion of Public Administration Reform Can include process changes in areas such as organisational structures, decentralisation, personnel management, public finance, results-based management, regulatory reforms etc. Can also refer to targeted reforms such as the revision of the civil service statute. Usually deals with executive branch of the government

An expanding scope… Increasingly seen as more than just modernising state institutions and reducing civil service costs. Also about fostering dynamic partnerships with the civil society and the private sector, to improve the quality of service delivery, enhance social responsibilities and ensure the broad participation of citizens in decision- making and feedback on public service performance.
