Infrastructure Prior to Ordinance enactment infrastructure needed to be developed. July 2006, Nevada County Opened C&D Materials Drop-Off Area at the MRTS Norcal loads and hauls material to Ostrum Road Landfill. Eastern Regional Landfill established C&D sort line at MRF

Ordinance BOS Ordinance No. 2222 Adopted November 14, 2006. Threshold 600 sq. ft or $50,000.00. Contractors sign a statement of intent on permit agreeing to recycle all C&D. Options: Self-Haul to MRTS, ERL in Truckee, or utilize Franchise Waste Hauler (WM). Approximately 3,000 permits per year.

Rate Incentive C & D = $59.50 per ton. Solid Waste = $70.00 per ton. Reducing C&D Rate Works! Increased C&D recycling rate from 4% to 6% in one month. Established March 15, 2007.

Concrete Recycling Establishing a concrete recycling area at MRTS. Material will be recycled onsite into aggregate base material. Estimate recycling 3,000- 5,000 tons of concrete annually.

What’s Next? Continue outreach to increase the C & D diversion rate. Open concrete recycling area. Look for higher and better uses for materials. Work on deconstruction versus demolition. Utilize tools like RMDZ for business development for higher use of materials locally.
