Objectives of the Session For FSAC Cluster members to develop a better understanding of protection mainstreaming and to review its current status within the FSAC Cluster in Afghanistan Develop a better understanding of protection mainstreaming at the cluster level and propose minimum standards of protection mainstreaming for the FSAC Cluster in Afghanistan

Current Status of Protection Mainstreaming Efforts within the FSAC Cluster FSAC Mainstreaming Initiative Individual clusters have made some efforts but need a more conscientious and systematic approach to have minimum standards defined, agreed upon and incorporated Some other efforts in this regard: Protection Principles and Mainstreaming Trainings hosted by the Protection Cluster in Kabul, Jalalabad, Herat, and Mazar attended by representatives of all clusters Knowledge Products – Protection Mainstreaming Checklists for FSAC Cluster

Suggested Way Forward for Protection Mainstreaming within the FSAC Cluster in Afghanistan

Adoption of Proxy Indicators to show Protection Mainstreaming (minimum standards suggested) Assessment tools collect data in a disaggregated form (SAD: Sex, Age, Diversity) Staff have signed a code of conduct agreement or zero tolerance policy for sexual exploitation and any kind of abuse of beneficiaries A confidential complaints and protection reporting mechanism system is in place and beneficiaries know where to refer or report incidents of rights violations Organization of assessments teams reflects attention to the composition of the team and gender balance to facilitate contact with women and girls

Protection Mainstreaming Checklists Contents draw upon numerous sources, including IASC, Global PC, SPHERE Incorporates the four key elements of protection mainstreaming Tracks the first three phases of the Humanitarian Programme Cycle Not exhaustive, but can be used as a guide and adjusted to specific context

Walking the extra mile… Review cluster specific Protection Mainstreaming Checklists with FSAC Cluster members and come up with what can be adopted Adopt protection mainstreaming proxy indicators into log frames and monitoring response frameworks Encourage members to attend Protection Principles and Mainstreaming Trainings scheduled for 2015
