NDIA SE Division – Annual Planning Meeting December 11-12, 2013 1 CMMI ® Project Status – 2013 Task Summary Stewardship of CMMI product suite officially transitioned from SEI to CMMI Institute as a separate, self-sustaining business under Carnegie Mellon University. CMMI Steering Group has been discontinued – members are invited to participate in an industry advisory board. Discontinued NDIA CMMI Technology Conference and User Group. NDIA SE Division is no longer an industry sponsor of CMMI. NDIA CMMI Working Group continued through 2013 in order to complete tasks in work (see slides). NDIA should discuss continued sponsorship and plans. ® CMMI is registered in the U.S. Patent and Trademark Office by Carnegie Mellon University

NDIA SE Division – Annual Planning Meeting December 11-12, 2013 2 NDIA CMMI Working Group – 2013 Task Summary Develop a low cost appraisal method to extend current CMMI maturity level ratings (+2 years). Investigate “delta appraisals” for fixing SCAMPI rating weaknesses. Completed SCAMPI A extension appraisal (aka SCAMPI E) method description in partnership with CMMI Institute. Includes “action plan re- appraisals”. Developed SCAMPI E training and assets (see excerpts in backup slides). Supported SCAMPI E pilots. Delivered briefings at SEPG Conference and CMMI partner workshop. Integrated the family of SCAMPI appraisal methods (A, B, C, E) into a single handbook. SCAMPI E release deferred by CMMI Institute due to resistance by CMMI Partners (consultants) and time/resources needed to “productize” the SCAMPI E (infrastructure, tools, training, etc.)

NDIA SE Division – Annual Planning Meeting December 11-12, 2013 3 Proposal for NDIA SED: Position Paper on the Use of CMMI in Acquisition Several government acquirers continue to levy CMMI maturity level requirements in RFPs …counter to policy prohibiting requirements for specific products …channels revenue to private companies and consultants (no longer FFRDC) Companies spend huge amounts to achieve and maintain CMMI maturity level ratings …could be invested in other improvements that impact the bottom line …improvement strategies should be a company business decision in an open market Proposal: submit an NDIA white paper suggesting elimination of CMMI maturity level requirements from RFPs
