Principles of Disclosure and Accountability California Constitution: The people have the right of access to information concerning the conduct of the people’s business. California Supreme Court: Disclosure of government salary information serves a significant public interest. 3

Public Service, Public Trust CALAFCO Guidelines: As a matter of public trust, LAFCos should take measures to assure that commissioner and staff compensation levels, benefits and perquisites are disclosed in a manner that is protective of each individual’s privacy. 4

Status: Died in Committee. ◦ AB 194 (Torrico) pension calculation methodology. Status: Vetoed. ◦ AB 827 (De La Torre) prohibited automatic raises and contract renewals. Status: Vetoed. ◦ AB 900 (de León) City of Bell property tax bills. Status: Signed; Chapter 223, Statutes of 2010. ◦ AB 1955 (De La Torre) staff contracts for local government; redevelopment activities.
