2 Objectives Explain why states make interstate compacts
Understand the purpose of the Full Faith and Credit Clause Define extradition and explain its purpose Discuss the purpose of the Privileges and Immunities Clause

3 Interstate compacts According to the Constitution, states cannot enter into treaties or alliances among themselves They can enter into agreements (compacts) Compacts are agreements in response to shared problems

4 Ex.: sharing important law- enforcement data
Conservation; forest fire protection; pollution; tax collection

5 Full Faith and Credit Clause
“Full faith and credit shall be given in each State to the public acts, records, and judicial proceedings of every other state” Art IV Sec 1 Each state must honor the laws, records, and court decisions of every other state. Applies only to civil matters, not criminal matters

6 Privileges and Immunities Clause
“The citizens of each State shall be entitled to all privileges and immunities of citizens of the several states” Art IV Sec 4 No State may discriminate against a person who lives in another State. Each State must recognize the right of any American to travel in, do business in, or become a resident of that State

7 Extradition The legal process by which a person accused of a crime in one State is returned for trial to that State by the police of another State
