4 Micro QA (1) AIM: ‘ To QA detailed level Census data to ensure that no systematic error has been introduced as a result of processes such as data capture, edit or imputation. Includes item- level data, low level geographies and multivariate analysis of specified population subgroups.’

5 Micro QA (2) Involves: Design and implementation of quality assessment processes, including consistency, internal validation and external validation checks Prioritisation Ensure early identification to allow scope for correction, if possible Identify and source comparator data Specify quality standards for each test Identify and implement mechanisms for correcting data errors Secure input from topic leads, LA representatives and other external experts

6 Macro QA (1) AIM: ‘To quality assure national and local authority census estimates, drawing on external sources and guided by the input and direction of an expert QA panel.’

7 Macro QA (2) Involves: Design and implementation of macro QA methodology, drawing on ONS and external experts, as appropriate Analytic focus on areas of potential challenge, including those identified following 2001 Plan in advance and implement a framework to address contentious issues Identify and source comparator data, including contributing to Statutory Instruments for new administrative sources Define the role, structure, membership, timetable and resources for the QA Panel All processes subject to expert and international peer review Secure policy decision on LA involvement Secure policy decision on the Quality vs Time balance

8 Next steps QA Working Group established, first meeting July 2008 QA Strategy developed for approval by UK Census Design Methodology Advisory Committee October 2008 Develop communications and consultation strategy to ensure Census user buy-in to Quality Strategy Develop policy and get policy approval for nature of local authority involvement QA Panel established Autumn 2008 Specify QA strategy for 2009 Rehearsal Specify user requirements for the Data Quality Monitoring System
