3 Statistical Uses of Administrative Records Data Well established historical uses Some innovative new uses in recent years Most statistical agencies would like to expand uses Leaders see significant benefits to expanded uses

4 Recent Efforts to Promote Statistical Uses of Administrative Records (1) 4 4 Federal Committee on Statistical Methodology (FCSM) in 2007 launched an interagency subcommittee to explore barriers and identify ways to facilitate increased uses Resulted in series of activities to ―Raise awareness of successes, and ―Develop series of tool to address barriers Some completed (e.g., Model Agreements) Some in progress (e.g., Informed Consent and Data Quality)

5 Recent Efforts to Promote Statistical Uses of Administrative Records (2) A critical outcome of the FCSM work is focus on four “barriers:” –Statistical Agency Access to Data –Agency Infrastructure –Data Quality –Researcher Access to Data 5

6 6 6 In President’s FY 2011 budget: $9 million to the Census Bureau for ―2010 Census Simulation Pilot ―Health Data Pilot $2 million to the Economic Research Service ―Nutrition and Food Assistance Pilot Statistical Uses of Administrative Records: FY 2011 Initiative (1)

7 Statistical Uses of Administrative Records: FY 2011 Initiative (2) Work will occur –Under the auspices of the Interagency Council on Statistical Policy (ICSP) –With heads of lead agencies taking on task of further visioning and policy development –With Interagency working group Coordinating the projects Providing mechanisms for interacting with broader community of experts 7

8 FY 2011 Major Census Bureau Milestones Complete first round of health pilot project, including delivering matched data to NCHS. Prepare preliminary results from the 2010 Census Administrative Records Simulation. Improve data linkage capabilities and methodologies. Expand available administrative record datasets. Strengthen data management policies and procedures. Develop a research agenda for improving the knowledge base for the federal statistical system about the capabilities of administrative records. 8

9 FY 2011 Major Economic Research Service Milestones Award two contracts in concert with NCHS to expand from 1 to 3 the states for which state files can be linked to a the National Health and Nutrition Examination Survey Holding a workshop to receive preliminary technical findings from FY 2010 grantees investigating the role of food stamps in supporting the working poor Release and award a competitive grant solicitation to expand the FY 2010 research to additional states and additional files 9
