2  Re – Again  Construct – to build  Reconstruction- the period during which the united states began to rebuild after the Civil War.

3  The government would pardon all confederates (south) who would swear allegiance to the Union (north)  Except: high ranking officials, people accused of war crimes  When 10% agreed, they could form a new government and send representatives to congress.

4 Radical Republicans:  Led by senator Charles Sumner of MA. And Thaddeus Stevens of PA.  They wanted to destroy the political power of former slave holders  And give African Americans full citizenship and the right to vote.

6  Very similar to Lincolns plan except: Excluding high ranking confederates and wealthy southern landowners from taking the oath needed for voting.

7  Washington did not agree with Johnsons deal. And did not recognize the southern states new officials.  congress passed the Civil rights act of 1866. allowing African Americans the right to citizenship  This also forbid states from passing discriminatory laws or “black codes” that restricted AA lives.

8  Johnson will veto (say no) to the Civil rights act of 1866.  He claimed that congress had gone beyond what the constitution had meant.

13 What?  Impeached: convicted of a crime, not necessarily removed from office. Why?  Radicals thought Johnson was blocking reconstruction by removing members of the cabinet.  Ulysses S. Grant becomes president.

14  Before the Civil War, over 95% of former slaves were illiterate (could not read). They required education to become economically self-sufficient.  Churches gave over 6 million dollars to the Freedman's Bureau to help build schools in the south.

15  Schools such as Atlanta, Fisk, and Howard University were founded by religious groups trying to help southern African Americans.  Many decided to reunite with family and found jobs because of their new freedoms!

16  Organizations started springing up in the south. One of the most widely known was the Ku Klux Klan.  Their plan was to throw out the republican party, get rid of reconstruction governments, and stop African Americans from voting.

18  Poll Tax: slaves were forces to pay taxes to vote  Grandfather clause: if your grandfather could vote, so could you.  Literacy tests: Could only vote if you could read and pass a literacy test.

19  Rutherford B. Hayes becomes president because he promised to end reconstruction.  This was called “The Compromise of 1877”
