3. 2 EOHHS ACA and its benefits for Massachusetts Although most of the ACA’s major reforms are not effective until 2014, our workgroup has been hard at work ensuring that Massachusetts residents have access to many benefits this first year as well as preparing the state for 2014. ACA has brought many additional benefits to Massachusetts residents including: Qualifying eligible small employers for a tax credit; Giving businesses access to an Early Retiree Reinsurance program Giving seniors and individuals with disabilities on Medicare who fell into the Medicare Part D coverage gap or “donut hole” a $250 credit to help with their prescription drug costs. Prohibiting health insurers from having annual or lifetime limits on benefits and Eliminating copayments for preventive services.

4. 3 EOHHS Grants and Demonstrations Awarded to the Commonwealth Through the agencies which comprise this workgroup, the Commonwealth has applied for and received nearly 20 demonstration awards and grants. These awards total approximately $160 million. The largest is Money Follows the Person Rebalancing Grant Demonstration, which totals $110M over 5 years, with $13.5M for the 1 st year. This grant will give the state the additional programmatic and financial tools to rebalance its long-term care systems through the following: increasing the use of home and community-based services (HCBS); decreasing the use of institutional care; eliminating barriers that restrict flexible use of Medicaid funds; and ensuring quality assurance and quality improvement The state also received a $35.6M for the Early Innovators Grant.
