4 www.sfb-governance.de Research Question Assuming that corporate actors have instituted high-level CSR, 1.Under which conditions does industry committed to CSR demand governmental regulation/implementation 2.Under which conditions does the demand of CSR firms induce government to introduce higher regulation?

5 www.sfb-governance.de Assumptions Firms have instituted demanding self-regulation of environmental and health standards Governments at different levels show a lack of capacity with regard to implementation and enforcement of policies

6 www.sfb-governance.de Key Factors Firm-specific variables: Size & reputation, NGO pressure yes/no, home country regulation, export to highly or lowly regulated countries, companies provide incentives to government (i.e. pooling of resources) Sector-specific variables: market structure, weak/strong associations, exit option Issue-area specific factors: governments face high problem pressure, few/many veto players, coalition building with NGOs/local constituencies
