What is Preference Veterans preference makes you more competitive than non veterans on the referral list Selecting officials cannot bypass a veteran to select a non-veteran unless the Office of Personnel Management (OPM) approves the bypass (which is rare) Disabled & VRA = 10 points VEOA = 5 points

Misconceptions Veterans Preference does not guarantee referral or selection. Veterans have to be among the best qualified to make a referral list when competitive evaluation is utilized whether they have veteran’s preference or not. You can meet the minimum qualifications as described by OPM but not be among the best qualified.
