www.salga.org.za Climate Change and Energy Efficiency activities in municipalities catalyzed by work of Sustainable Energy Africa City Energy Support Unit Funding through Danida UEMP, BHC Most Metros have initiated Climate Change and Energy Efficiency Programmes since around 2003/2004 Successful programmes underpinned by Energy Baseline (State of Energy Report) and Strategy Incorporation into Integrated Development Plan (IDP) with staff and budget 3 Progress with respect to implementation of municipal energy efficiency programmes

www.salga.org.za Progress with respect to implementation of municipal energy efficiency programmes cont. 7 Municipalities which have made good progress regarding establishing institutional arrangements to implement EE programmes –Sol Plaatje –Ethekwini –Ekhuruleni –City of Cape Town In many municipalities, staff conduct EE activities in addition to their usual day-to-day activities

www.salga.org.za SALGA / SDC Energy Efficiency Monitoring and Implementation Programme Agreement between SALGA and Swiss Agency for Development and Cooperation (SDC): 2011 - 2014 Other implementation partner: Department of Energy SALGA: Facilitate implementation of the local government part of the programme Sol Plaatje, Mbombela, King Sabatha Dalindyebo, Rustenburg, Polokwane 8

Activities of Programme –Developing energy efficiency strategies and implementation plans for five pilot municipalities –Institutional capacity assessments, planning and development at SALGA and the five pilot municipalities in relation to their role and mandate with respect to energy efficiency –Knowledge sharing related to implementation of energy efficiency initiatives in SALGA member municipalities –Development of communication structures related to energy efficiency between the national and local level 9

www.salga.org.za Challenges Sustainable funding −EE not seen as core service delivery DORA EEDSM grant –Lack of clarity regarding allocation of grants Impact on municipal revenue –Short to medium term: little impact –Long term: significant impact –Municipalities must factor this in budgetary processes Some municipalities already feeling impact of reduced consumption –NT funding framework to cater for this, e.g. incentives for energy efficient municipalities 12
