12. www.salga.org.za Challenges  Sustainable funding −EE not seen as core service delivery  DORA EEDSM grant –Lack of clarity regarding allocation of grants  Impact on municipal revenue –Short to medium term: little impact –Long term: significant impact –Municipalities must factor this in budgetary processes  Some municipalities already feeling impact of reduced consumption –NT funding framework to cater for this, e.g. incentives for energy efficient municipalities 12
