3 Definitions Postal service transportation of the postal items as a separate service is not the postal service. Universal postal service universal postal service – the minimum aggregate of postal services of specific quality available at affordable prices to all users throughout the territory of the Republic of Latvia regardless of the geographical location thereof

4 Postal Service List Money order and transfer services that are provided, using the postal network and are divided as follows: payment services postal money order services are excluded from the postal service list

5 Special Tariff Universal service provider determines special tariff taking into account the costs Special tariffs are available for all users

6 Special Tariff Individual agreement Conditions: delivery terms sending time postal items’ weight, size and number All individuals agreements are send to Regulator

7 Universal Service Fund Contributions from: postal operators universal service provider state budget Draft document of regulations of the Cabinet of Ministers

8 Future Amendments to Postal Law Regulations of the Cabinet of Ministers Regulations of PUC
