C.2 Improving national disaster loss data collection and processing in consistency with the European common approach for developing national loss databases and sharing of information.

ERRA represents one of the main achievements of PPRD East Programme Phase I, and as such, the PPRD East II will build heavily on such an asset. Strong demand from Partner Countries of deepening the knowledge on how to use and update the system Activity Area C will address C1: Further development of the Electronic Regional Risk Atlas C2: Improving national disaster loss data collection and processing

Is there specific Budget allocated to Risk Assessment? What is the path of the money? Is there a control/validation of this expenditure?

16 This Programme is funded by the European Union And implemented by a conrtium led by MWH in partnership with DEMA, CIMA Research Foundation, Austrian Red Cross and CMC Finland Programme for the Prevention, Preparedness and Response to Natural and Man-made Disasters in the EaP East – PPRD East 2 ERRA related activities have two main goals: -To ensure that the Partner Countries are using at the maximum possible level Risk Assessment related information in their work including SoPs; PPRD will provide also political support to meet the goal. The two main application areas being contingency planning, and strategic planning (mitigation plans, urban/development plans). Need for legislation assessment. -To support information sharing at sub-regional and regional level on : -Methodologies for Risk Assessment -Data & Information properly homogenised (RT data, Strategic planning data) -Common repository Main identified actors are the Civil Protection operators. Need to identify the other actors more related to strategic planning. ERRA is mainly viewed as a GEOPORTAL/WEB-VIEWER, data (on exposure, hazard, vulnerability and their combination into risk metrics) are produced outside ERRA mainly, for the moment the possibility of inserting GIS functionalities does not seem a priority. In this respect interoperability with other national geoportals/tools has to be guaranteed. The current Setup of ERRA does not permit an efficient/operational management of RT data. No Country is using it in their daily duties, the most advanced users are using some functionalities in test mode Additional training seems to be required especially on the external modules (vulnerability, Critical assets) that have been used by nobody with one exception

17 This Programme is funded by the European Union And implemented by a conrtium led by MWH in partnership with DEMA, CIMA Research Foundation, Austrian Red Cross and CMC Finland Programme for the Prevention, Preparedness and Response to Natural and Man-made Disasters in the EaP East – PPRD East 2 Practical issues with installations have to be solved in the short term, especially moving the virtual servers to physical servers, this includes the user creation on the main server. ERRA is not fully functional, it is therefore a priority that the current functionalities are operational so that they can be evaluated by the partner countries Interoperabilty with EFAS and EFFIS have to be addressed, as a suggestion Copernicus R&R services should be considered by the countries in hotspots of risk. Data Losses inclusion will be considered jointly with activity C. Basic functionalities improvements have been already identified: -Simplify the File Upload and Publishing -Fast print of maps in electronic format with standard legends and info has to be further explored for reporting purposes (has to be linked to SOPs -Style changer works but its improvement should be considered -Possibility to upload official national symbols -Since the main use so far it is as a Geoportal the Catalogue functions need to be further analysed and improved.
