Background E-TAPS JMO signed in August 2008 Subic-Clark IRR issued on October 2008 CMO 36-2008 (E-ACTS) issued on October 2008 Automation of Admission/Import Permit (E-TAPS) implemented on December 2008 Pilot run at NAIA (POM and MICP to follow once fully implemented in NAIA) 2

Process Flow (NAIA discharge) 6 Locator (thru customs broker/forwarder) Ensures enough CTF funds with Landbank Files E-TAPS with VASP and signs E-TAPS VASP arranges auto-debit of CTF Customs Broker Prints E-TAPS and presents notarized E-TAPS to Customs

Process Flow (NAIA discharge) 7 NAIA Customs Processes E-TAPS After verification with ACOS, tags the E-TAPS as used Customs Broker arranges release and transport of shipment Subic-Clark Customs Tags E-TAPS (through VASP system) as used Processes E-TAPS at CPZO office Approves shipment for delivery to locator

Things to do: (NAIA discharge) 8 Ensure that importations: Are within the submitted List of Importables Are covered by necessary import permits/licenses Does not include liquor or tobacco articles which are subject to excise tax and not covered by E-TAPS/E-ACTS Post Annual General Transportation Surety Bond (GTSB) Open Landbank account for CTF payments Coordinate with Forwarder/Customs Broker for signing and notarization of E-TAPS
