2 Background  E-TAPS JMO signed in August 2008  Subic-Clark IRR issued on October 2008  CMO 36-2008 (E-ACTS) issued on October 2008  Automation of Admission/Import Permit (E-TAPS) implemented on December 2008  Pilot run at NAIA (POM and MICP to follow once fully implemented in NAIA) 2

6 Process Flow (NAIA discharge) 6  Locator (thru customs broker/forwarder) Ensures enough CTF funds with Landbank Files E-TAPS with VASP and signs E-TAPS  VASP arranges auto-debit of CTF  Customs Broker Prints E-TAPS and presents notarized E-TAPS to Customs

7 Process Flow (NAIA discharge) 7  NAIA Customs Processes E-TAPS After verification with ACOS, tags the E-TAPS as used  Customs Broker arranges release and transport of shipment  Subic-Clark Customs Tags E-TAPS (through VASP system) as used Processes E-TAPS at CPZO office Approves shipment for delivery to locator

8 Things to do: (NAIA discharge) 8  Ensure that importations: Are within the submitted List of Importables Are covered by necessary import permits/licenses Does not include liquor or tobacco articles which are subject to excise tax and not covered by E-TAPS/E-ACTS  Post Annual General Transportation Surety Bond (GTSB)  Open Landbank account for CTF payments  Coordinate with Forwarder/Customs Broker for signing and notarization of E-TAPS
