MissionMission The mandate of the RCJY is to implement the physical and social infrastructure required for the development of Jubail and Yanbu areas as industrial cities. Specifically, the RCJY mission is the following: To promote, assist, service and otherwise encourage the development of basic, downstream and light industries that would utilize the Kingdom’s natural resources to produce value added products for local use and export. Corporate Strategy Plan Project In light of the evolving global and regional economic environment, and to continue being the spearhead of the Kingdom’s economic development, the Royal Commission for Jubail and Yanbu has decided to review its vision, mission and strategy as well as the Business Plan for the coming 25 years. As such, the Royal Commission has put in place a dedicated team to lead this effort, supported by an international consulting firm (Booz Allen Hamilton). In the coming weeks, the team will be conducting interviews within the organization’s footprint in Riyadh, Jubail and Yanbu and will also hear the views and opinions of Stakeholders, key thought leaders, private sector players, government officials, as well as current and prospective customers. This effort was launched in November by the Chairman of the Royal Commission H.H. Prince Saud Ben Abdullah Ben Thunayyan Al Saud and will continue over the next 4-5 months.

Riyadh and Jubail among the world's top three leadership cities u SAUDIA ARABIA. Two Saudi Arabian cities, Riyadh, the capital and Jubail Industrial City have been short listed as two of the world’s top three leadership cities: Riyadh in the category of Health and Jubail in the category of Economy and Employment. Applications on behalf of both cities were submitted by the Saudi Arabian General Investment Authority (SAGIA), as part of its ongoing efforts to promote the competitive advantages Saudi Arabia enjoys.

Cont…Cont… u Jubail’s selection in the Economy and Employment Category was unsurprising considering the great strides made by the tiny village within three decades. From humble beginnings lacking schools, roads or any form of modern infrastructure to the world’s largest petrochemical center, seeking to grow into the role of diversified global energy hub, Jubail’s is an inspiring story of perseverance and strategic development. In addition to economic advancements, Jubail has also developed an unskilled, native population with a negligible literacy rate into a skilled work force to meet the needs of future employers. u Paying tribute to the leadership of the Royal Commission of Jubail, the submission by SAGIA elaborated the milestones of development consisting of city planning, infrastructure development, regulatory environment establishment, human resource development, education and health care facilities and construction.

Recognition The Royal Commission for had received many prizes as a recognition to its efforts in various fields such as: - Environment Protection - City Planning - Plantation - Environment Protection - City Planning - Plantation u 1988, The Royal Commission was presented with two awards in recognition of its work on behalf of the environment. One was from Kuwait-based Regional Organization of the Protection of the Maine Environment. The other was the United Nations‘Sasakawa Prize, the highest International environment honor. u In 1995, the Jubail Directorate received the Arab Cities Award for Environmental Protection. u In 1998, the Arab League presented Yanbu Directorate with a certificate of honor for its achievements in the field of environmental awareness.

AccomplishmentAccomplishment Accomplishment Pursuant to its Charter, the RCJY has developed and constructed a number of utility and other systems that provide the needed services to the industry and the community. These include the Seawater supply systems, the Potable and Waste Water systems, transport and telecommunication network, the community and other associated services. In the city of Yanbu, the RCJY generates and supplies electrical power in addition to the other services. Pursuant to its Charter, the RCJY has developed and constructed a number of utility and other systems that provide the needed services to the industry and the community. These include the Seawater supply systems, the Potable and Waste Water systems, transport and telecommunication network, the community and other associated services. In the city of Yanbu, the RCJY generates and supplies electrical power in addition to the other services.

The overall development of Jubail and Yanbu accomplished with an investment of 84 billion Riyal has witnessed the creation of over 233 industries that have invested over 244 billion Riyal, providing employment for over 107.000 workers. The 154,000 residents of the two cities enjoy world class amenities and security.

Infrastructure The Royal Commission for Jubail and Yanbu (RCJY), is responsible for providing, or helping to provide, the necessary infrastructure for Jubail and Yanbu Industrial Cities, on a highly reliable standard. EnvironmentalEnvironmental u The Royal Commission for Jubail and Yanbu made a conscious decision to balance industrial development with environmental protection. Based on the results of the studies that took place before the inception of the city, an environmental program was developed. The basis of environmental protection in Jubail is the Environmental Monitoring and Control Program which Royal Commission launched much before the establishment of the city. If pollution is not controlled, it will not be possible to develop industry without damaging the environment or the health of the population. Implementation of advanced technologies and use of the best techniques to control pollution made industrialization, protection of the environment and building a healthy city possible. This could not have been achieved without the blessings of Allah, and then the continuous support from the government of the Custodian of the two Holy Mosques and the top management of the Royal Commission.

u As the result of the Royal Commission efforts in the protection of the environment, three awards were received: the Sasakawa Award from the United Nations, the Award from the Regional Organization for the Protection of the Marine Environment and from the Arab Cities Organization. To ensure a sustainable balance between industry and environment and to protect the health of residents, the Royal Commission made the protection of environment one of its major priorities and concerns. The RC Environmental Control Department, staffed with specialized people and equipped with latest tools, has taken the responsibility for achieving the goal of protecting the environment in Jubail Industrial City.
