1 After the War Problems NOTES Problem #1 –Need some sort of central government One government to tie all the new states together. Problem #2 –What to do with the new land west of the Appalachians? (OH, IN. IL, MN, WI) –George Rogers Clark won it for us –British gave it to us in the Treaty of Paris 1783

2 The Articles of Confederation notes During this time, the states had more power than the federal or (national) government

3 What would our new government need to do? notes Protect –Property and freedoms –Against foreign countries/natives –Right to vote –Religious rights –Common welfare Get states to work together Protect states rights

4 Ideas for the Articles Came From… (no notes just listen) Magna Carta (1215) which made the king subject to the law English Bill of Rights (1689) which declared Parliament supreme Enlightenment thinkers –John Locke –Franklin

5 A document called the Virginia Statute for Religious Freedom was written by Thomas Jefferson in 1779 (Vocabulary word No notes)

6 Right to Vote! (NOTES) Is called suffrage (vocabulary word) In most states… –If you paid taxes you could vote –Land owners held public offices

7 Articles of Confederation NOTES Problem #1 solved for now Second Continental Congress created a new system of government Congress was a single branch of government but had limited powers in order to protect the liberties of the people. oneEach state had Each state had one vote in Congress.

8 The state governments had the most power, but now Congress could (NOTES) Borrow and coin their own money Conduct foreign affairs Settle disputes between states Ask for military recruits from each state – state could refuse Ask states to collect money from taxes – states could refuse

10 Problem #2 Solved Northwest Territory Plan (NOTES) Congress … –Decided what to do with the newly gained western lands. –They sell it to raise money to pay its war debt.

13 Northwest Ordinance of 1787 notes Established the Northwest Territory –Il, IN, MI, OH, MN, WI System for bringing new states into the union. Population reached 60,000 = apply to be a state. No slavery was allowed
