Applied Research Associates, Inc. 3 Background: DETEC Programs Fulfill a National T&E Infrastructure Requirement The Central Test and Evaluation Investment Program (CTEIP) funds the Directed Energy Test and Evaluation Capability (DETEC) project tri-service study To identify, scope and prioritize shortfalls in the test and evaluation (T&E) infrastructure needed for testing joint service directed energy (DE) weapons systems To develop enhanced capability to test next-generation directed energy weapon systems The High Energy Laser (HEL) Target Surface Temperature Measurement (TSTM) capability addresses one of these critical shortfalls Measure temperatures non-intrusively on a target’s surface when hit by a laser – extreme technical challenges to solve due to nature and physics of the problem Build and test and demonstrate a prototype in 18 months Manufacture a number (12) articles in a couple of years

Applied Research Associates, Inc. 4 Simulation Exercise Project 2: HEL TSTM A real RFP and program bid by ARA Complexity of project is representative of programs that ARA must win in the future to stay competitive and grow Dollar value $2M-$4M+ over first two years – more in out-years Customer required use of various Management Best Practices, specifically: Detailed Work Breakdown Structure, Integrated Master Plan, Integrated Master Schedules, etc. Earned Value Management Research and Development plus build prototype A Systems Engineering approach ▪System Requirements Review ▪Preliminary Design Review ▪Critical Design Review ▪Test Readiness Review, etc. More customers requiring Best Practices in the Management Approach

Applied Research Associates, Inc. 6 Simulation Exercise Project 2: History ARA Proposal Manager and the designated Program Manger: Sharp engineer with previous ARA PI experience BUT, no experience in Management Approach requiring: ▪WBS, IMP, IMS ▪EVMS and CDRL Format 1 and 2 Program Control reporting ▪Large Cost Proposal “bottoms up” build-up ▪Systems Engineering approach as part of management approach A competitive Technical Approach and solution proposed One of the goals for ARA PM course: Prepare ARA’s PMs to design, organize and execute a complex project and NOT have to experience what this PI went through
