Copyright 2009. All rights reserved. Applied Research Associates, Inc. 2 Simulation Exercise Project 2  Request for Proposal – read handout 4.0 RFP number as example xx-06-RFP-DETEC-TSTM-XXXX  High energy laser target surface temperature measurement capability Directed Energy Test and Evaluation Capability (DETEC)

Copyright 2009. All rights reserved. Applied Research Associates, Inc. 3 Background: DETEC Programs Fulfill a National T&E Infrastructure Requirement  The Central Test and Evaluation Investment Program (CTEIP) funds the Directed Energy Test and Evaluation Capability (DETEC) project tri-service study To identify, scope and prioritize shortfalls in the test and evaluation (T&E) infrastructure needed for testing joint service directed energy (DE) weapons systems To develop enhanced capability to test next-generation directed energy weapon systems  The High Energy Laser (HEL) Target Surface Temperature Measurement (TSTM) capability addresses one of these critical shortfalls Measure temperatures non-intrusively on a target’s surface when hit by a laser – extreme technical challenges to solve due to nature and physics of the problem Build and test and demonstrate a prototype in 18 months Manufacture a number (12) articles in a couple of years

Copyright 2009. All rights reserved. Applied Research Associates, Inc. 4 Simulation Exercise Project 2: HEL TSTM  A real RFP and program bid by ARA Complexity of project is representative of programs that ARA must win in the future to stay competitive and grow Dollar value $2M-$4M+ over first two years – more in out-years  Customer required use of various Management Best Practices, specifically: Detailed Work Breakdown Structure, Integrated Master Plan, Integrated Master Schedules, etc. Earned Value Management Research and Development plus build prototype A Systems Engineering approach ▪System Requirements Review ▪Preliminary Design Review ▪Critical Design Review ▪Test Readiness Review, etc. More customers requiring Best Practices in the Management Approach

Copyright 2009. All rights reserved. Applied Research Associates, Inc. 5 Simulation Exercise – Handouts Solicitation Documents  Must read to do the exercise Proposal instructions to offerors (RFP) Evaluation criteria and standards (RFP) Statement of work (RFP)  Background info only provided in handouts (scan) Performance specification Risk management analysis Concept of operations Must read before tomorrow!

Copyright 2009. All rights reserved. Applied Research Associates, Inc. 6 Simulation Exercise Project 2: History  ARA Proposal Manager and the designated Program Manger: Sharp engineer with previous ARA PI experience BUT, no experience in Management Approach requiring: ▪WBS, IMP, IMS ▪EVMS and CDRL Format 1 and 2 Program Control reporting ▪Large Cost Proposal “bottoms up” build-up ▪Systems Engineering approach as part of management approach  A competitive Technical Approach and solution proposed One of the goals for ARA PM course: Prepare ARA’s PMs to design, organize and execute a complex project and NOT have to experience what this PI went through

Copyright 2009. All rights reserved. Applied Research Associates, Inc. 7 Simulation Exercise (SE) 2 DLOs  Teams will design the program structure Create the Work Breakdown Structure (SE 2a) Design the Team Organizational structure (SE 2b)  Teams will design the Plan and the Schedule Build the Integrated Master Plan (IMP) (SE 2c) Build the Integrated Master Schedule (IMS) (SE 2d)

Copyright 2009. All rights reserved. Applied Research Associates, Inc. 8 Assignment of Teams  Team 1 Jennifer Albertson (PM for SE 2a) Sarah Gray (PM for SE 2b) Matthew Janisz (PM for SE 2c – IMP) Clayton Tinsley (PM for SE 2d – IMS)  Team 2 Juan Archilla (PM for SE 2a) James A. Gravelin (PM for SE 2b) John Markey (PM for SE 2c – IMP) Ed Sears (PM for SE 2d – IMS)  Team 3 Suzanne Bates (PM for SE 2a) Paul J. Edwardson (PM for SE 2b) Thomas Moser (PM for SE 2d – IMP & IMS)  Team 4 LeeAnn Bongiorno (PM for SE 2a) Rob Phillips (PM for SE 2b) Rob Karl (PM for SE 2c/d – IMP & IMS)

Copyright 2009. All rights reserved. Applied Research Associates, Inc. 9 Summary  Through realistic Simulated Case Studies, you will be better prepared for a PM role on any project, whether small, mid-size or large, and on more complex projects using best practices and principles that customers expect.  Opportunity for team-building and to practice leadership skills needed to run a motivated team
