Session 1 Introduction to Disasters TTT Alt.2 Course Content The Hazard Analysis Impact on the Infrastructure The Emergency Management System The Command Post concept How does CERT fit?
3
Session 1 Introduction to Disasters TTT Alt.3 Team Building using “The Tower” The first step is to start to build team spirit Everybody arrives at class to find their name cards already assigned to a team. Right away we do an EXERCISE!
4
Session 1 Introduction to Disasters TTT Alt.4 Tools for The TOWER Construction Paper 5” x 8” Index cards Paper clips Scotch tape Scissors Pencil/Paper for drawing plans on.
5
Session 1 Introduction to Disasters TTT Alt.5 Starting the exercise They get 10 minutes to plan how they will build a 5’ tall tower that stands on its own. Don’t let them start any building - only planning & drawing!
6
Session 1 Introduction to Disasters TTT Alt.6 Building the TOWER They get 5 minutes to actually build it. Time them, and hold to it. When the 5 minutes is up you will be surprised at the results.
7
Session 1 Introduction to Disasters TTT Alt.7 Results of the TOWER Unfamiliar people, working on an unfamiliar problem, with unfamiliar tools, in unfamiliar surroundings, in a time compressed environment, to reach a “Common Goal”!
8
Session 1 Introduction to Disasters TTT Alt.8 The Hazard Analysis What kinds of disasters are out there? What are the chances of having one in our jurisdiction? What areas are vulnerable in our jurisdiction?
9
Session 1 Introduction to Disasters TTT Alt.9 The Hazard Analysis Let the student read the chapter in advance of the class. Put them into a group exercise that allows them to determine risk
10
Session 1 Introduction to Disasters TTT Alt.10 The Hazard Analysis Exercise Matrix the results of each team. Ask questions about why teams scored the way they did.
11
Session 1 Introduction to Disasters TTT Alt.11 Impact on the Infrastructure What is infrastructure? How does damage affect your life? Can you get through the first 72 hours?
12
Session 1 Introduction to Disasters TTT Alt.12 Step One Class members identify types of infrastructure damage Write responses on chalkboard or flip chart Try to categorize responses
13
Session 1 Introduction to Disasters TTT Alt.13 Step Two Have teams work together to identify resources they have at home right now As a team, what can they share that will get them through the first 72 hours Mark off problems each team solves
14
Session 1 Introduction to Disasters TTT Alt.14 Emergency Management The “Big Picture” Flow of Information & Resources Emergency Support Function (ESF) Concept Importance of a Command Post (EOC)
15
Session 1 Introduction to Disasters TTT Alt.15 The Big Picture

18
Session 1 Introduction to Disasters TTT Alt.18 Problem Solving Citizens typically don’t do emergency problem solving They tend to prioritize emotionally rather than pragmatically
19
Session 1 Introduction to Disasters TTT Alt.19 Problem Solving We use a prioritization exercise 10 problems from the neighborhood Each team must come to consensus on what order problems should be dealt with They can only do one thing at a time; don’t let them try to put two problems at the same priority level.
20
Session 1 Introduction to Disasters TTT Alt.20 Evaluating the Exercise Ask for the top 4 priorities to save time Matrix the responses from each team Ask each team what made them decide on the order they chose The instructor(s) will learn a great deal from this exercise about what the students need to know
21
Session 1 Introduction to Disasters TTT Alt.21 CERT Training benefits Better prepared Recognize hazards Will get to safety Leadership role Identify, organize & utilize resources Assist others Needs assessment
