Ready. Resourceful. Responsive! NAVAL OPERATIONAL LOGISTICS SUPPORT CENTER Supply Condition Code T Serviceable (Training Use Only) PDC 399 UNCLASSIFIED Presented by: Mark Knowles UNCLASSIFIED SPRC 21-22 June 2011
2
Naval Operational Logistics Support Center Supply Condition Code T Training Use Only Background – Intent : Establish a new Supply Condition Code (SCC) T ‘Serviceable (Training Use Only) – Scenario for use: Identify assets originally intended for combat use which no longer meet established criteria for combat applications but which can be safely used for training applications – Current Process: Items reclassified from combat applications to training use only are currently assigned SCC “B” (Serviceable Issuable with Qualifications) and grouped with all other qualifiers identified by SCC “B.” UNCLASSIFIED
3
Naval Operational Logistics Support Center Supply Condition Code “T” Training Use Only Proposed Change – Establish a new SCC of “T” and incorporate within MILSTRAP DoD 4000.25-2-M Code: T Title: Serviceable (Training Use Only) Explanation: New, used, repaired, or reconditioned material originally intended for combat use but due to condition, function, or performance characteristics is serviceable and issuable for training use only UNCLASSIFIED
4
Naval Operational Logistics Support Center Supply Condition Code T Training Use Only Advantages/Disadvantages – Provide a more efficient and cost effective manner to manage assets originally intended for a combat application but now are restricted to training applications – Advantages : Clear re-identification of assets restricted to training use Simplifies use of automated systems for sorting/sourcing* Eliminate training restricted assets from combat calculations Enhanced resource management for budgeting, procurement, maintenance, positioning and assessment* Reductions in procurement, transportation & maintenance cost, less waste, improved asset posture* UNCLASSIFIED
5
Naval Operational Logistics Support Center Supply Condition Code T Training Use Only Advantages/Disadvantages (Cont) – Advantages (Cont) : Enhanced safety - training restricted assets not inadvertently issued to fill a combat requirement. Implementation more cost effective than other solutions Solution more effective than other options – Disadvantages : Inventory management systems require programming to incorporate new condition code. Documents require updates to include new condition code Services may desire re-identification of assets currently assigned SCC “B.” UNCLASSIFIED
6
Naval Operational Logistics Support Center Supply Condition Code T Training Use Only Non-Concur – USAF: Cost to upgrade legacy systems, Re-identification workload, Current systems and processes adequate, Questionable ROI – USMC Ground: Time to implement, Questionable ROI, All systems will have to be configured to support new SCC. UNCLASSIFIED
7
Naval Operational Logistics Support Center Supply Condition Code T Training Use Only Response to Non-Concur – Precedent established for single service SCC applicability SCC Q USAF use only – Systems implementation of the code if established is still at the discretion of the service – If established, application of the code would be at the discretion of the service, NAR/CMSR initiated – Re- Identification, Navy intent, phase in application through attrition, wholesale change when advantages – Establishment of the code will prevent future conflicts with use of SCC T for other applications UNCLASSIFIED
