Impact Assessment Donald Kirkpatrick’s (1967) Training Assessment Model. It provides theoretically valid reasons for the variability in one’s levels of behavioral change impacted from a training program. Training Outcomes; a. Reaction b. Learning c. Behavior d. Results Phillips’ (1996) adds “Return on Investment” Most impact assessment focus on the first two levels (Werner & DeSimone, 2006).

Training Assessment Framework
Kirkpatrick’s TA Framework; Reaction Learning Behavior Results
7
a. Reaction Measures the degree to which participants react to the training. Understand how well the training is perceived by the participants. Helps in improving future training. Addresses in the review of the training curriculum and delivery.
8
b. Learning What and how much the participants have learned from the training program. Assesses the participants’ self-reported responses to items suggesting for an increase in knowledge, skills and positive attitudes of learning and teaching after undertaking the training.
9
c. Behaviour Transfer of learning into (instructional) practices.
Whether or not the participants have changed their behaviors resulting from the training they received. Whether they apply the newly acquired knowledge and skills in their (teaching) practices.
10
d. Results Aims to evaluate if the training lead up to outcomes of relevance to the institutions. Whether the training contributes to the functioning of the participating institution. Some of the valued outcomes of training for an institution of higher education are the rating of the quality of learning and teaching, graduate employment rate, and recognition in terms of expertise, research and publication.
11
e. ROI To evaluate if the training investment pay off.
Cost of improvement as the result of the training; the quality of learning and teaching, graduate employment rate, and recognition in terms of expertise, research and publication. Value for Money; how much the cost to produce such an improvement?
