2 Criteria Severe regression occurs when there is a substantial loss of acquired skills due to an interruption in instruction and those skills cannot be recouped within a reasonable amount of time (i.e., instructional time which exceeds 6-9 weeks to reestablish skills ) Critical Dates: data June, Sept, Nov Projection Sheet due Feb 14, 2014 1. TO PREVENT SEVERE REGRESSION ESY Services can be considered in these 2 situations:

3 Criteria 2. TO MAINTAIN PROGRESS AT A CRITICAL STAGE A break in instructional programming would result in a significant loss of progress made toward the acquisition of a critical or emerging skill. Student has made no progress all year, and suddenly has an “ Ah Ha” Moment, but not enough time left in the year to solidify the skills. Critical Date: March Projection Sheets due: March 18-31, 2014

5 Step 1 - Projection Process Complete an ESY Projection Form indicating need to consider ESY services for a student. BY Feb. 14 for Regression/Recoupment BY March 31 for Critical Stage The ESY projection process provides a method for staff to organize the information required to consider ESY services before the discussion at an IEP meeting. It is not meant to replace the decisions of the IEP team. The same projection process applies to all services offered by special education and related services (e.g. instruction in academic or behavioral skills, speech, OT, PT, etc.).

6 Projection Process         Consideration of all services will be made by the Area of Need identified on the goal page of the student’s IEP. Each area of need will be considered separately as to the need for ESY services. If a student had ESY last year, they will only be considered ‘continuing’ for the area of need being considered is the same as the previous summer.

7 Projection Process 3 different scenarios: 3. Student did not receive services last year in the area of need and is being considered due to an emergent point of skill acquisition (critical stage). 2. Student did not receive services last year in the area of need and is being considered due to regression/recoupment of skills 1. Student received services last year in the area of need and consideration is being given to offer services in that area again.

8 Projection Process Example 1: Student Johnny B. Good is being considered for ESY services in the areas of communication and literacy. Consider the need for ESY services separately for each area and complete a separate projection sheet for each area of need. Example 2: Student Sally B. Nice received services last summer due to regression of skills in mobility and is now being considered due to regression of communication skills. Sally would be considered a new student for ESY purposes for communication.

9 Example 3: Student Suzy Sleeper has been working on walking all year long and not making progress. Suddenly, lo and behold, she is starting to walk a few steps on her own with a walker. But alas it is the end of April, and only 8 weeks of school left… This would be an example of Critical Stage.

10 Step 2 – Approval Process ESY Projections will be reviewed by an administrator. Administrator assigns the LEA. Case manager is informed of approval and LEA.

11 Step 3 – ESY IEP IEP team convenes to consider ESY. The IEP team could decide: Yes, the student needs ESY and write the ESY IEP. ESY IEPs due at the same time as spring IEPs. No, the student does not need ESY. Parent could decline. Team could decide it’s not the best fit for student’s needs. New staff and new locations could be too difficult for the student. Team may decide student needs a break from school.

12 Timeline November – collect data from June, September and November When approved for ESY consideration, case manager will be contacted with name of LEA so you can set up an ESY IEP. This can be done at the same time as the annual IEP March 18-31- Window for submission of projection sheets for Critical Stage Feb. 14 – Deadline for projection sheets for regression/recoupment April 25 - due date for ESY IEPs (same as other IEP deadline Summer 2014 Dates: June 23 – August 1
