A service where people are respected, treated as individuals and involved in their own care A service where individuals, groups and communities are involved in improving the quality of care, and in influencing priorities and in planning services A service designed for and involving users

7 Towards a Mutual NHS We need to move, over time, to a more inclusive relationship with the Scottish people. A relationship where patients and the public are affirmed as partners rather than recipients of care. We need to move towards an NHS that is truly publicly owned. Where ownership and accountability is shared with the Scottish people and with the staff of the NHS.
