2. Northwest Quadrant Draft Zoning Ordinance Intent Sec. 6-680. Intent The purpose of the NWQ Northwest Quadrant District is to provide an area for an intensely developed mixed use center that will be a vibrant and active place where people can live, work, shop, play and be entertained. The mixture of land uses and design specifications in this ordinance are designed to implement the principles and guidelines established in the 1999 New Brighton Comprehensive Plan and the Northwest Quadrant Framework Plan and Design Guidelines, including the placement of buildings, streets, parking areas, sidewalks, and open space.

6. Northwest Quadrant Draft Zoning Ordinance Uses Residential Uses. Multi-family residential dwellings, as regulated by Building Types in this Chapter. Townhouses, as regulated by Building Types in this Chapter. Higher density residential multi-family and attached single family uses located on the same site or within the same building as commercial or office, as regulated by Building Types in this Chapter.

Northwest Quadrant Draft Zoning Ordinance Commercial Uses Commercial uses are divided into two groups, those allowed on the street level of the A1 Building Type and those allowed on upper floors of the A1 or on any floor of the A2 Building Type, as defined in this ordinance: –A. Permitted Uses allowed on street level in the A1 Building Type, if less than 10,000 square feet in area. –B. Permitted Uses in A2 Building Type or on any level other than street level in the A1 Building Type. –C. Special Uses in the A2 Building Type or on any level other than street level of the A1 Building Type, upon a finding by the City Council that such uses are in keeping with the spirit and intent of the NWQ Framework Plan in that location.

Northwest Quadrant Draft Zoning Ordinance Commercial Uses – A1 Street Level 1.Sale and manufacture of baked goods; the sale of confectionery, dairy products, delicatessen, fruits, vegetables, groceries and meats in permanent buildings only. 2.The sale of books, magazines, newspapers, cigars, drugs, flowers, gifts, music, photographic goods, sporting goods, and stationery. 3.Restaurants, cafeterias, coffee houses, chocolate houses, juice bars, ice cream shops, and similar uses offering food or drink.

15. Northwest Quadrant Draft Zoning Ordinance All outside storage, service areas, or loading areas shall be completely screened from eye-level view of public streets, public open spaces, and adjacent properties. Loading docks, truck parking, mechanical equipment, trash collection or other service functions shall be incorporated within a completely enclosed building or screened with walls of similar materials and design as the principal building.
