2. The Title I, Part A, Program was authorized by the Elementary and Secondary Education Act (ESEA) of 1965 and reauthorized by the No Child Left Behind (NCLB) Act of 2001. Public Law 107-110

3.  The purpose of the Title I, Part A, Program is to ensure that all children, particularly low- achieving children in the highest-poverty schools, have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging state academic achievement standards and state academic assessments. 4.  Provide children an enriched and accelerated educational program;  Promote school-wide reform and ensuring access for children (from the earliest grades) to effective instructional strategies and challenging academic content;  Significantly upgrading the quality of instruction;  Provide parents meaningful opportunities to participate in the education of their children at home and at school Accomplishing the Purpose

5.  Campuses with a low-income percentage of 40% or higher can be considered a title one campus.  Any campus with a percentage of 75% or higher is required by the federal government to receive title one funds.  North Ridge has a low-income percentage of about 35% Title 1 Eligibility

6.  The school percentage is determined by the number of students who qualify and receive free or reduced lunch compared to the overall residing enrollment of the campus Title 1 Eligibility

7. All students enrolled on a school wide campus receive the benefit of Title I funds School Wide Campus

8. The amount of funds allocated to each Title I eligible school served is calculated by multiplying the number of economically disadvantaged students enrolled by a predetermined per pupil allotment. Campus Allocations

9.  Section 1119 of NCLB states that school districts must ensure that ALL Title I, Part A, teachers and paraprofessionals (with instructional duties) hired are highly qualified. Parents have a right to ask and know.  In Frenship ISD, ALL teachers and instructional paraprofessionals are highly qualified. Our district is 100% in compliance at every campus, including non-title campuses.  Principals must annually sign an attestation to verify compliance. 10.  Parental Involvement is one of the most important components of an effective title one program.  All Title I, Part A, campuses must set aside and use at least 1% of its Title I allocation to implement parent involvement activities.  These activities can include; the promotion of family literacy and parenting skills, family fun night, parent education, volunteer opportunities for parent, etc. Parental Involvement

12.  Hold an annual meeting in the fall to inform parents of their school’s participation in Title I and to explain the requirements and rights of parents  Complete a Comprehensive Needs Assessment  Develop a Parental Involvement Policy (These are available on the school website or in the school office)  Jointly develop with parents a school-parent compact that outlines the shared responsibility for improving the students’ academic achievement. 13.  Provide parents timely information about Title I programs and activities, and a description of the curriculum and academic assessments used to measure student progress  Assessments students will take this year include; TPRI in K-2 nd ; STAAR in 3 rd -5 th  The curriculum used will follow the Texas Essential Knowledge and Skills or TEKS objectives required by the State of Texas  Provide staff development on the importance of parents as partners in their students education  Involve parents in the planning and improvement of Title I programs  Plan high quality staff development for teachers throughout the year Title One Requirements

14.  Include the “Ten Components of a Title One Program” in the annual Campus Improvement Plan (CIPs may be viewed on the school website or in the school office)  Use title one funds to supplement the regular operations of the school  Maintain records and program required documentation for the title one program  Hold Individual TIPS Goal conferences with all students in grade PreK - 5 Title One Requirements
