Objectives Merge three ONS databases from 1997 onwards: (i) Annual Respondents Database (ARD); (ii) Business Research and Development Expenditures Database (BERD); and (iii) Business Structure Database (BSD). Investigate the effect of R&D tax credits on R&D expenditures. Does the scheme induce higher R&D effort; or does it pick up winners? Investigate the effect of R&D expenditures on firm survival. Does R&D effort cause longevity? Does it lead to mergers and take-overs? Investigate the effect of R&D expenditures on firm growth – in terms of sales, value-added and labour productivity. Investigate the effect of R&D expenditures on firm-level employment. Does innovation create or destroy jobs? Compare UK evidence with meta-analysis of the evidence on OECD countries

UK EVIDENCE IN OECD CONTEXT 1. Conduct meta-regression analysis (MRA)of the empirical literature on R&D and hazard rates R&D and firm growth R&D and firm-level employment 2. Account for sources of heterogeneity 3. Verify marginal effect of R&D on survival, growth, and employment creation 4. Compare findings with UK findings 5. Policy implications 6. Research implications
