3 Purpose Equity among people with and without disabilities—in a system in which individuals pay for parking privileges Shift some demand away from central campus accessible parking to improve availability to those with greatest needs Address increasing needs as population ages Place parking in the context of the overall need for mobility and access (including: transit, other accessible transportation, technology, flex-place, etc.) Follow principles of “Universal Design,” broadening opportunities for collaboration and mobility, including the use of technology to reduce the need to travel. Benefits include: – Greater diversity and inclusiveness – Congestion mitigation on and around campus – Enhanced accessibility – Sustainability and reduced emissions October 24, 2011 - DJLDRAFT3

4 Program Municipal placard/plates displayed to Transportation provides necessary verification (CU Transportation no longer determines eligibility) No-fee option remains for permit good in all “O” and “A” permit areas New “AP” permit available (at perimeter rate of $347) allows parking in any legal space on campus An “AP” needed solely to address business needs (i.e., workday mobility) may be purchased at department expense Review committee: – Annual assessment in cases of financial hardship (for no-fee or discounted “AP” permit) – Assessment of need for a reserved accessible space – Assessment of need for a no-fee “AP” permit, based on work location that is inaccessible using the free options available – Committee membership: Helen Steh (convener), Andrea Haenlin-Mott, Patti Riddle, Kappy Fahey October 24, 2011 - DJLDRAFT4
