Realism State is the pre-eminent actor in the international system. Self-help: state must build up its military power to ensure its own security and survival. Balance of power Power is measured in terms of military strength.

Liberalism Actors: state and international institutions Peace is based on the notion of collective security and common interest. Peace can be secured with the creation of international institutions that regulate international anarchy. Power is better accrued with cooperation. Power is measured in terms of economic capability.
