40. Issues for consideration: 1.Which should be the reporting tool for evaluating SEIS implementation and operation based on the targets and performance indicators? How can it be made user-friendly and simple in use so that it would not require extensive national reporting consultations?

41. Issues for consideration: 2.How should the progress in SEIS establishment be reviewed in 2015, assuming that the development of the reporting tool would take time? Should there be a manual review for a sample group of countries for 2015 in accordance with the agreed concept?
