Harmed: The Americans were harmed because because they didn't gain anything, instead they lost $1 million, and the right to trade along the Mediterranean sea.

Our Problem contributed to the growing dissatisfaction with the confederate system by showing how ineffective the system was at handling situations in which illegal payments had to be payed in exchange for safety.

They were ineffective because all the states lost a very large sum of money because of the negotiations between America and the Pirates. But it was effective because it kept the states unified against the problem and didn't allow any of the states to have protection from the pirates by themselves.
